Can't receive money (no receive button) on old account (Ukraine).


How to fix it? Also, I try to link my card to a new account but it is complaining that it is already in use, but 100% delete it from another account. What did I do wrong?

If you deleted the card from another account then allow 72 hours before trying and also clear your cache or try another browser or device.

Secondly Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

However the friends/family option is not available in every country.
If the sender of your payment is in one of those countries they would not be able to send payments to the Ukraine.

You still can't do commercial transactions and receive goods/services payments.
