Refund Reversal didn't go to the seller, now he wants me to pay again, Paypal received he didn't

Hi, I didn't find this question anywhere.

I asked a refund on Aug 3rd because the seller didn't answer for weeks.

He answered me on Aug 8th proving he had ship the items already (he was in the hospital those weeks).

I decided to cancel the refund so that the seller could receive his money again.

Now, 9 days have passed and he told me he still didn't receive the money and is asking me to pay the items.

If he's right, the money is with Paypal still?

I don't want to pay him the money and to Paypal again, as Paypal should have given him the money already.

Is it possible that Paypal got the money and kept it, and that I'll have to pay him again?

Does this happen?

If not, how many days until Paypal gives him the money, if it went out of my account in seconds?

I can't find a single place to contact them, it seems we're forced to spend time on the phone.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

I'm starting to feel deceived by Paypal.

 

Paypal told me by phone that I couldn't get info about the seller account, and I should rest assured the seller would receive the refund.

 

The seller told me today what, more than one month waiting (Paypal told me he would not wait more than 20 days), that he still hasn't received anything!

 

Basically, Paypal accepted my refund reversal, kept the money to themselves, and the seller who should receive the money back, hasn't received anything!

 

I phoned them and they told me the seller is the one that shold call them.

 

The seller called them and they tell him that they can't see anything, and I should call them.

 

So, basically, is Paypal now some dozens of pounds richer, and will I have to pay the seller twice?

 

We can't solve situations like this! Telling me that he should call, telling him that I should call, telling both of us that they can't show us information about another person's account (not knowing where the money is).

 

Can anyone help us?

 

Is there another place to complain besides their phones?

 

Or are the courts of law the only alternative?

Well, Paypal support by phone said it could take some days until the seller received the refund reversal again, so I've informed the seller about that, and it's on his hands now to contact Paypal if the money doesn't arrive, so I'll rest this case, as I've done what I should. Thanks.
