Received money and a $90 fee when no fee was shown before transfer

I was sent a sum of money over paypal, she sent it from her bank and it showed no fee's were added which is specifically why she sent it this way. When I received the money, there was $90 (3%) missing. 
Can I refund this or anything to get the money back?

We spent about 15min looking for a way to send without it charging a fee, and sending from the bank showed no fee.

I do understand your concern with this. Typically, there are no fees to send a payment, however, you are charged a fee to receive a payment.

When someone is sending a payment, the fee breakdown show on their screen are the fees relating to them, not to the person receiving the payment.
