How i can refund money ( $25 USD ) to my client if Paypal hold my balance ? i prepare money for refund before the client want to open case, but Paypal hold my balance for paid the refund. lets say i have ( $20 USD ) included fee Paypal to refund my client. and then my balance negative -$5 USD. i already top up the minus until back to $0 and can't click the refund. can i refund the client case with my balance that you hold before ?
