Hello! An error message appears at the last payment step.
A little while later I successfully paid another item to another user in the same way - US to US, PayPal, currency, everything is the same.
How can I pay?

I use an intermediary.
I changed the US address to priority and received an invoice from the seller.
When I try to pay it shows me the message that I cannot pay with this card: "This card cannot be used for this transaction." What is the reason?

I tried again from another internet browser. Now it showed me the message:
There is no funding source added to your PayPal account. Add a card to continue.
Of course that's not true because today I used the same payment method for another purchase without a problem. PayPal suggested I link a card. I did it. I received a dynamic password from the bank, entered my static password correctly and the next step showed the same message.

Hi everyone! Thank you for visiting PayPal's Community Forum. @kernowlass, thanks for your help here! We appreciate the time you lend to help our customers.
@balkibg, I'm sorry to hear you've run into some issues making a payment recently. While you may be shipping to a US address, the transaction is still considered an international transaction, which not all seller's may want to accept. If that's the case, you may want to try making your purchase from another seller or try outside of PayPal.
You may also want to try clearing your browser's cache and cookies as well as confirming your debit / credit card to see if that makes any difference.
Best wishes!

Thanks for explaining why the transaction failed.
What could the seller change so that I can pay them?

Thanks for your reply! Unfortunately that's not something we can advise on as that may be a preference set by the seller on their PayPal account or a setting they have set through the marketplace they're using for security reasons.
Best wishes!

That's exactly what I want to know. What can I suggest the seller change to make the transaction possible?
