PayPal dosn¨t let me open a resolution problem with an expired payment

Hello
I made a payment to reserve a synthesizer but more then 30 days passed because the synthesizer company delay the fabrication so the merchat sent back the money.
Normally PayPal should return my money back. This is what pay pal say "Expired" means the payment was not accepted by a Merchant within a specific amount of time. Not even today pay pal returned my money.
Ive tried to go to the resolution center and open a case but when i select the transaction the link gives error-it saya its a problem.
I´ve tried with 2-3 different transaction to see if the link to the resolution center to open a problem is broken but no, with the other transations you can make a reclamation but with the Expired transaction you cannot it gives error,
So bassically Pay Pal has my money and dosent want ti give it back. Il called the bank and they told me to contact Pay Pal to re-process the money back into my account cause they are holding it.
I´ve attached photos with 2 different transaction to see that one is working and with the one i need to open a case gives error.
There is any other way how to get them to see the issue with this transaction because the resolution center is always error on this transaction.
