PayPal account didn't top-up even afetr 12 hours I deposited money into it, is this normal?

Transferred yesterday instantly money from my bank (via iDEAL as I always do) to my PayPal and still after 12h my PayPal didn't top-up

My bank account shows the transaction is completed to the same PayPal account as always

This is the first time this has happened, usually I get e-mail confirmation within seconds

 

What to do?

thnx for the link, I saw it already - I followed the same steps I always do moreover I sent the same amount twice and still no top-up, I have to wait till Monday to talk to Customer Service

I called customer service, not sure exactly what was causing the blockage but they sorted all out and the balance topped up within 24 hours.
