"The country you're trying to send money to can't receive this payment"

I am trying without success to make a payment via Friends and Family to someone in Cumbria, UK (I am also in the UK). Every time, I get an on-screen message "The country you're trying to send money to can't receive this payment". I have never had this problem before. What is the solution?

Have they accidentally opened another countries paypal account by mistake?

Have you sent to them before?

Do they have a business account and so can't accept friends/family payments?

Have you tried another browser or device?
