Welcome! Thanks for visiting PayPal's Community Forum. I'm sorry to hear you've run into some issues adding funds to your PayPal account. You can normally add money to your PayPal balance using a confirmed Visa or Mastercard debit card or a confirmed bank account. Have you tried adding money to your PayPal account through PayPal.com through a desktop or laptop? Also, did you know you don't need to add money to your PayPal account to make a payment? If you link a debit or credit card, or a bank to your PayPal account, then confirm it, you should be able to choose it as a funding source at the checkout.
