PP insists on using Non-USD funds when and charges a conversion fee

Country: Sweden. Currency in PP account: USD & SEK. Paying to USD receiver. PP insists on using SEK when USD is my preferred currency and charges a conversion fee.
So, in other words.... I go to send USD to my friend, who wants USD. I have USD. I have set USD as my preferred currency. I'm intending to use USD.
I go to send, and Paypal selects Swedish Krona, SEK, to take money from, convert to USD (presumably - I didn't go through with it yet because this is outrageous) and then pocket the conversion fees (which are exorbitant).
I cannot change SEK to USD for my source funds. It's grayed out. I CAN click on receiver's USD to change things there, but that's useless.
Some extra whine:
Paypal support isn't availble (no agents). They tell me they have support on X, Insta, FB... But when you go there they refer immediately to the Paypal site, so that's a stupid runaround. I can't call because I'm not in Sweden and the phone charges would eat up more money than the conversion fee (think $2 per minute and then wait 30 min in line). Ridiculous. There's no way to send them an email. Ridiculous. Their support is ridiculous. Paypal is ridiculous. I can't wait for hyperbitcoinization. These ridiculous gatekeepers for sending your money the way you want to send em needs to be eradicated.
