How to turn off automatic transfer?

When I have money in my account and the month ends, Paypal initiates automatic transfer to my credit card, how can I turn that off?

Automatic transfer is required in these countries and cannot be turned off: 

Albania, Algeria, Antigua and Barbuda, Barbados, Belize, Bosnia and Herzegovina, Dominica, Egypt, Fiji, French Polynesia, Grenada, Lesotho, Malawi, New Caledonia, Palau, Saint Kitts and Nevis, Saint Lucia, Seychelles, Trinidad and Tobago, Turks and Caicos.

Money cannot be held in or spent with PayPal balance and must be withdrawn every month.

Located in the US and having the same problem.  I entered a very large number in the leave minimum balance and set it to monthly. 
It's unlikely to exceed the minimum balance so that should, in theory, eliminate the problem.
