Welcome to the PayPal Community! I can understand how it can be a bit confusing to use a reward as a funding source. You promotional award should normally apply automatically on your next purchase. If it doesn't, I would recommend reaching out to our Customer Support teams to see what the issue may be. They can be reached by clicking "Contact" at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
