Help I sent money to the wrong person

Hello I need help so I was planning to send money to my friend but it got sent to a random person with the same name as his i sent it via family, now i file a report but it was wrong case as i should have file a dispute now I can't report again since it got closed with the favor of the seller and paypal wont let me make another report this is injustice please help me.

As a friends/family is a gift payment, there is no buyer protection as no goods or services should have been exchanged.

You would also not be able to open a dispute (apart from one citing an unauthorised transaction), which would be automatically closed as you did authorise the initial payment.

Your best bet would have been to reach out to the 'wrong' person and requested that they issue a refund as you made a mistake. OR you can request customer service to reach out to them HOWEVER they can't force that person to refund as it was a gift payment.

Also another option is if you funded your Paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately they may decline as well as it was a gift payment.
