Gumroad sent money, but I can’t withdraw it

Gumroad sent me a payment to PayPal, then I received a letter from PayPal with an offer to create an account and link a card, I did all this, but I don’t see my money and therefore I can’t withdraw it, what’s the problem.

I live in Kyrgyzstan, is it possible that I do not have a full version of my account? Then why was gumroad able to send me money and PayPal itself sent a corresponding letter to my email?

The option to receive Paypal payments is sadly not available in Kyrgyzstan so no point in you having a business account either really.
You can only send payments for purchases funded by your (confirmed) credit card.
Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive Paypal payments.
Advice is voluntary.

I guessed that this was the case, in which case why did I receive a letter saying that I could get my money?

I understand your concern about receiving payment. @kernowlass is right, in Kyrgyzstan you won't be able to receive money. Regards the letter that you're referring to, to verify if the message you received is really from PayPal, log in to your PayPal account securely and go to your Resolution Center. Your Resolution Center will contain information on any account issues we may have contacted you about.
If you receive a suspicious email, text message, or call, do not provide your personal or financial information, and do not click on any links, please forward them to phishing@paypal.com. If you provided personal or financial information, please change your PayPal password and security questions at your earliest convenience by following the steps listed here. You may want to first run a virus scan, just to make sure that you didn't pick something up from clicking any links. You can also read more about how to spot fake emails. If you are able to view the same notification in the Resolution Center but do not see the payment being credited in the activity history, kindly please reach out to PayPal Customer Support Team through the available contact options on our website so that our representatives can help you accordingly.
