Friends & family transaction denied. No idea why.

Friends & family transaction denied. It looks like my account is limited but I don't have any actions left. How do I deal with this? The issue certainly is with my account. I checked and the receiving account is not the issue. 

I tried bank transfer, I tried credit transfer from my wallet. Nothing works.

Please help. Paypal support is really non existent.

If you have a limitation then normally you go to the resolution centre to resolve any issues.
