Seller ships Item to wrong address intentionally - Paypal Denied my dispute

I found a Smartphone on Facebook marketplace for a very good price from a 0 rated seller.

I anyway decided to place the order and pay through PayPal.

When I received the tracking number from the seller automatically, it never showed under my UPS profile. And when the day came for delivery it became marked as delivered and the picture posted was not home.

I reached out to UPS on text support and they informed me that the item was delivered to another address in the same city where I live and it never had my name or my address on it. UPS further said that they can't reveal the name nor the address where it was delivered as per their privacy policy.

As usual with all the above details I pinged the seller and he never responded. I raised a fb claim and they denied it which they always do.

I ended up raising a PayPal dispute thinking that I can attach all the necessary texts that I got from UPS to show the scam. PayPal replied back dening the claim saying that they received proof of tracking number showing as delivered and proof of delivery picture.

 

I did some investigation and ended up getting tracking information on what was the intended Sender and Receiver address on my tracking number. I appealed with this new information and also the scanned weight of the UPS item was 16 lb when my purchased smartphone shouldnt be this weight. 

In Spite of all the proof, PayPal emailed that they received tracking confirmation that it was delivered to me and they ended up denying my claim.

I ever asked a human intervention to reach out to UPS and asking if my address was on the tracking number. But not sure if paypal ever did this investigation. 

 

I will be out for 470$. The shear thought of being scammed is making me feel restless. 

Any other options i should try now?

 

EDIT: Also, been thinking of opening a dispute on the debit card that was used to pay the above transaction. If i go this route, will Paypal come back at me with a negative balance issue?. This is the reason why i want to get this resolved with Paypal. I did drop a message on Paypal twitter handle, and waiting on reply.

I'm going through the exact same thing.  Sparing duplicate details, I ordered through aliexpress, they sent the wrong item to the wrong address through fedex, who will confirm it went to the wrong address, just not what the address was, since I didn't pay for shipping.  Maybe that's the key; have sellers reduce the item price by the cost of shipping and pay for pickups yourself?

Paypal AI denied the claim, and now I'm waiting for the west coast to wake up so I can talk to a human.  

These scams are real; you can read about them over and over just on paypal.  And the public are completely defenseless.  The seller scams, the processors (aliexpress, ebay, FBMktplace, individuals, etc. take the money, and you get nothing but AI dead ends.  There are a lot of us out there, I'm finding.  

Ridiculous Irony - I have to confirm I'm not a robot (captcha) to speak to robots.
