Charged a fee and can't figure out why

I sent some money to my mother as a gift. The funds were from my Paypal balance, and as expected, I wasn't charged a fee. However, she was charged a fee, that was taken out of the amount I sent. She has a personal Paypal account, not a merchant account, just like mine.
I know that a potential solution is that the transaction was set as a "goods and services," but I didn't even see that option through the transaction process. I repeated the process (without finishing it) to check again, and I don't see it anywhere.
Am I not checking properly to confirm that her account is a personal Paypal account? Or mine? I can't figure this out.
And in any event (I think I know the answer to this one), is there any chance Paypal can reverse this transaction and refund the fee?

Our accounts are US paypal accounts. Did you find this type of information regarding US accounts?
But again, the money sent was from my Paypal balance, not a card, and there was no where during the transaction process to indicate that it wasn't a sale.
Really I guess the issue is with my mother's accounts. It's a personal account, so why should there have been any fee in this case?

You are looking for the fee charged by PayPal to send or receive money, kindly select the option Sending and Receiving Money to get the details of the fee on the basis of type of transaction or payment method you are using.
