Account is not supported certain transaction

Hello. Recently i tried to send some money to user. But interface said that i cannot. Details in the screenshot. So why is my account is not supported this action. Is there something wrong with user's account maybe?

Welcome! Thanks for visiting PayPal's Community Forum. I'm sorry to hear you've run into some road-blocks making a recent payment. I would first recommend reaching out to the receiver to make sure their account is currently able to receive payments through PayPal.
