if a PayPal approved debit card (gift card from MasterCard) runs out of funds, does PayPal automatically charge the remaining amount of the transaction to the next available debit/credit card I have on file (also approved by PayPal), or an approved Bank account?

Welcome to the PayPal Community! This is a great question! Unfortunately, the option to use two different credit or debit cards to fund a transaction is not an option. You can use your what's in your PayPal balance and then an external funding source, but not 2 external funding sources to fund a single transaction.
