I've tried using PayPal on Children's place website but when it attempts to go to PayPal,the window closes. I've tried it on mobile,laptop and desktop with the same results. Is it a PayPal problem or Children's place problem?

I do understand your concern. It sounds like the merchant may be experiencing technical issues with their checkout. This would be an issue with the merchant, and not PayPal.
