I understand that your attempting to send money. I apologize for any inconvenience caused due to this. Sending money can often be blocked or declined if the system detects any unusual activity. In this case, please try clearing the cookies and cache in your browser and restart the browser then, try again after a couple of hours. If the issue persists, please check if you have received any notification regarding your account status in the resolution center. If so kindly complete the process. If not you can contact customer service by clicking contact at the bottom of the PayPal website.
