Read these:

New PayPal account – payments on hold and accessing your money quicker

Why is my payment on hold or unavailable?

How can I release my payment(s) on hold?

Ask sender to confirm receipt to release funds:

How do I confirm I received an item?

Check your account for info on how to request an increase.

You should see a message such as this:

Some money from your sales may be held each month

We wanted to remind you that any payments from sales that you receive above $XXXXXXX USD will be held temporarily and released after the orders are fulfilled.

You’re now nearing the amount that will be immediately available to you from sales each month, so some money from your sales may be held temporarily. You can easily request that more money be available to you sooner. We'll also periodically adjust this release amount to match your business growth. And, if business is a little slower one month, the amount available to you won’t be reduced.

To request an increase, log in to your PayPal account, click the Notifications icon at the top of the page and then click Request Increase at the bottom of the page.

If you request an increase, we usually can give you an instant response. However, in some cases, it can take up to 3 business days. You can request an increase once every 30 days.”

Note: It has been reported the Request Increase link is buggy and doesn’t work. But that would be the way to request an increase.

If problem still persist, contact customer services to request manual release of funds:
