captcha loop prevents me from invoicing and mailing customers

Lately (like within the last week), when I try to process invoices or create mailing labels, I get a captcha, "I am not a robot" inquiry.  After successfully answering the captcha by selecting the pictures, it loops back to ask again.  No matter how many times I try, I can't get past it.  I've rebooted several times.  My business is at a halt because of this problem.  Can anyone suggest a solution?  I'm using Google Chrome and I've already disabled all extensions.

I did both things and it still won't let me past the Captcha check.  I tried Edge and Ccleaner browsers - no luck.  I also cleared all of the storage data out of the Chrome browser and it still happens.  Help!!!

This is actually happening to my wife's PayPal account .  My Paypal account is unaffected; I'm just trying to help her out.  We even tried to log in to her PayPal on my laptop, which worked with my account, to no avail.  I think it has something to do with her specific PayPal account.  Please respond soonest because she's stuck without the ability to invoice or buy postage.  Thanks.
