cant send money

Hello, 

I am receiving donations for a project I am making helping dogs. 

I was trying to send some of this money yesterday, to another Paypal account, and also my own bank, and I get the message: 'you cant send money right now. it looks like there is an issue with your account, call or email us so we can help'.

I have been trying to call them to no avail, I also don't find the email anywhere, it's like they don't want to help people who have problems. 

i need to do a transfer today, it is very important, so I don't know how to solve this if they don't even pick up the phone.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
