Welcome! Thank you for joining the PayPal Community Forum. I can certainly understand why you'd want to automatically transfer funds into your balance. At this time, the actions that would automatically add funds or "top-up" into your PayPal account from your bank would be funding a transaction with Google Play, Samsung Pay, or your PayPal Cash Mastercard. A "top-up" is normally only initiated when you are trying to make a purchase through one of those products and you do not have enough funds in your PayPal account balance to fund that purchase. Top Up will only pull in increments of $10.00.
However, you do not have to have a PayPal balance for most PayPal transactions. I would recommend funding your PayPal purchases with the debit card, credit card, or bank of your choosing so you don't have to wait for that fund transfer to complete.
