just a possible idea:
, sometimes there is the following problem, the bank card is new, but it is not yet activated by the bank.
for activation, you sometimes have to put it in a banknote dispenser, and type in the card code. it activates it.
sometimes it's up to you to activate it
another possibility, the card is not confirmed (paypal procedure to be done)
and finally , it may be that for your card , you have to validate the payment with a code from your bank .
