Why not a full refund

I'm in Australia purchased using PayPal 4 for an item in USA.It came broken.i received refund but why did I loose $3.61 in fees.i know it's not much but that's not the point.i don't understand why I'm paying fees.i had paid 2 payments off the PayPal 4.

If there’s a currency exchange involved then the exchange rate on day of refund is used and you may lose some value.
