It depends on whose giving the instructions/preferences.
Always check your PayPal account to see if you see a record of payment before shipping an order. Do not just believe emails as they can be spoofed by scammers trying to trick you into shipping without paying. Scammers would over micromanage and dictate terms in order to get their scams to work. Don’t let them. Have set shipping carriers that you use so you can get valid tracking information.
If you can verify a payment in your PayPal account is received but it is marked as received yet pending/on hold by PayPal, then you must ship and upload tracking number to the transaction or use PayPal Shipping (click Print Shipping Label button in the transaction details) so the tracking number is automatically loaded after you pay for postage and PayPal will release money within 1 to 3 days of delivery.
