Why is money taken from my bank when PayPal Credit is my preferred payment?

For some reason PayPal keeps taking money from my bank account even though it's selected to use PayPal Credit. I have enough money on my PayPal Credit.

PayPal Credit issuer didn’t approve the transaction for some reason (risk) so it used you next available payment method. If you cannot afford it on your bank account, ask merchant to cancel order/request a refund.
