Why frequently my payments are On Hold at sellers account when I pay for goods and service?

I had several transaction, which went Okay from my end, but the sellers see my payment as On Hold!
I did a transaction today to a seller , which I had good experience previously and my funds are On Hold at sellers`s account! Why? I extended my yearly PayPal transactions, no limitations from my bank! I dont understand why this is continuing.
Due to that fact I payed with pay for goods for an item and the seller again saw my payment as On Hold, I had to send as Friends and Family and got scammed! I lost 80GBP due to PayPal holding my payment at sellers account. And my objection was brushed aside. So thank you PayPal due to your policy I lost money! 😞 😞 😞
Also is there any way to get my money back sent as F&F due to the fact my previous transaction was Pay for goods ,refunded by the seller and payed as F&F due to the crazy On Hold?

If its marked as completed in your Paypal account then you have paid. The fact its pending on the sellers account is between them and Paypal.
Funds for new sellers are held for 21 days but released more quickly if they provide a tracking number (delivery + 1 day).
If they refuse to send item/service then you could file a dispute for non receipt.
That may impact their paypal account in some way if they continue doing so.

A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a gift payment, there is also no buyer protection as no goods or services should have been exchanged.
If he was not a close mate or family member you should never use that option as it enables the seller to evade paying his Paypal fees and negates your buyer protection at the same time.
You would also not be able to open a dispute (apart from one citing an unauthorised transaction), which would be automatically closed as you did authorise the initial payment.
Be careful as using that option for purchasing goods is against Paypal rules and can lead to account limitation.
If you funded your Paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately they may decline as well as it was a gift payment.
