Reference transactions activation problem (already sent messages to support)

Hi everyone. I'm having an issue activating Reference Transactions in my live account.

First of all, I know that RT is what I need since I use Wordpress and a plugin called WooCommerce Subscriptions does all the "subscription work" (access to courses, payments, manual renewals, etc.).

I know that, in order to activate Reference Transactions, I have to write to support. The thing is that they answer like "It's out of our scope" or "Write to tech support" (I already wrote to Tech Support and they told me to write again to support, and gave me a "service note" for them to read but it seems like it didn't work).

I've already started 3 conversations in the PayPal messenger, and the first was the only one in which the agent told me to sent certain data for enabling RT. Then I had to wait, but since a month has passed I tried sendind messages again, and received this "responses". And all of them are different. The last one insisted that the subscription button was what I needed.

 

So... What do you recommend? How could I tell them to actually do the work I need? Or just try again opening and closing messages until I hit someone in support who knows about the subject?

I cannot get any support over the phone. It is impossible to get support from customer service, It always is ending up with this suggestion " please write our community portal to solve your issue". I`m still struggling to solve my issue with PayPal. I cannot imagine what happens when I need to get urgent support from you. This is very poor support!

PayPal - Hello are you there?
I have asked repeatedly to allow customers to purchase subscription products with Paypal Express, and have asked that you activate Reference Transactions.
