Why does paypal automatically authorized a reversed purchase to Russia

Hello,

Can any kind souls help me find answers to why Paypal automatically authorized a reversal purchase that I made to Russia. The chat board is no help and I can't get anybody on the phone.  I am trying to purchase books from a seller living in Russia thru her website Boosty using Donate as payment. But whenever I use the Paypal option, my credit card would get charge but Paypal will authorized the reversal purchased. I call the bank and they told me it's Paypal not the bank (credit card).

Paypal has quite rightly limited all Russian paypal accounts so that they cannot be used since the start of the war on the Ukraine.
