Where did the difference went?

I've sent a payment of $9.67 USD to Merchant using my Visa Debit card. Currency of my card is USD so there is no conversion.
But for some reason in my bank account I can see that transaction was actually 9.98$. So my question is where did the 0.31$ went?

The same thing happened to me: I paid a merchant $1000 through pay-pal, but he only received $970. What happened to $30? Does pay-pal charge a transaction fee for using american express credit cards? What's going on?

I do understand your concern about the difference in the charges. There is a fee when you send a payment using your debit or credit card and also there will be a fee when you sent payment to someone in another country. You can view the fees charged by PayPal in the transaction details page of your PayPal account. The PayPal user agreement has specific information on fees. You can find the User Agreement by clicking Legal at the bottom of any PayPal page.
