What should I be paying in fees for taking payments through my website?

Hi all,
Just going through the motions of testing my website which uses PayPal as its default payment method. Ive set up some test accounts and made payments through these using Paypal but I was surprised to see how much was being taken in fees by Paypal. I was under the impression that the fees (which are know are variable) were roughly 3% give or take. However the fees which I have seen on two small test transactions have been around 33%
Does this sound right?

The fee element is made up of a % part and a small fixed fee part of about 0.20 or 0.30 country dependent.
So if you are trialling payments with sending a very low amount ie $1 then the fixed fee element would make it very high ie the $ fee and then minus another 30 cents.
Why not go to the fee section and read up on it?
Advice is voluntary.
