You use that option when you purchase just that, any goods or a service you are paying for.
If they don't send a money request or invoice or you are not on a website but are paying someone for a purchase you select that option when you send the funds.
The other option is friends/family but you only use that option if you are sending gifts of money to family or friends, don't use it for paying sellers as you will have 0 buyer protection.
