I want to check if my paypal account is ready to receive payments but when I try sending money via my friends account this error is shown.

(We are not processing domestic INR payments currently. However, you can continue to send and receive international payments for goods or services)

I did saw that but what does it even mean?

1> can two people from same country not transfer money to each other? 

2>If so, how would I know if my account accepts payment from other countries ? 

3>I can't even tell if my account is capable of doing any transactions or is there still some process left that needs to be done.

In India you can't send or receive money from another person in India.

You can only send and receive international payments.
