Unable to receive payment

Hello. I'm trying to receive payment, but the person who's transferring the funds to me has said that the transfer failed because "The recipient chose not to accept the funds". Where would I accept them? My email and my credit card linked to my account are both verified.

 

It's not because it wasn't Unclaimed (https://www.paypal.com/be/smarthelp/article/how-and-when-do-i-accept-a-payment-i-received-faq1885) Because that person received that message within the same day and I didn't get any notification on the activity page. And I do have a holding balance in a currency that I'm receiving funds in (USD).

You have only recently been able to accept payments in the Ukraine HOWEVER you are restricted to friends/family payments only.

You can't accept goods/services payments.

Also not all countries have the friends/family option so not all countries would be able to send payments to you.

You must have received a goods/services payment and as you can't accept that payment type it showed as unclaimed and would return back to the sender.
