Unable to Add money in PayPal

I want to issue a refund to my buyer. I need to add fund to PayPal. Despite having several debit cards linked and confirmed in PayPal, it is always taking me to the "add a debit card" page whenever I click "add money". And I am not able to add fund. Clicking "Instant transfer instead" brings me back to the same page. How can I add money to PayPal then?

I understand that you're trying to issue a refund. Please be informed that. Unfortunately, at this time we do not offer to add money service in your country. You will have to directly issue a refund using your card only. If the system is prompting you to add a card, it might be due to the risk. If the system deems a transaction to be a potentially high risk, the system may limit the payment options or block the transaction from going through together.
