Is possible that if i send money through goods and service someone with a family and friends account can no receive it

There is no such thing as a friends/family account.

All accounts that can receive funds can receive payments for goods/services and in 'some' countries there are accounts that can receive friends/family payments as well.

However the Ukraine can 'only' receive friends/family payments.

Also business registered accounts can no longer 'receive' friends/family payments.

In your country of Namibia the option to receive Paypal payments is sadly not available.
You can only send payments for purchases funded by your (confirmed) credit card.

Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive Paypal payments.

No refunds are not classed as 'received' payments so any refunds will go directly back to the card you paid with initially.
