TAX ID HOLD CONFUSION

I contacted @AskPaypal on Twitter for help and the specialist(s) said that I would need to give them my Tax ID, but that got me confused as

a moderator said I would be able to get my money release even if I didn't give them the ID. The hold was supposed to end yesterday but it changed to June 14. Why is that?

Welcome to the PayPal Community Forum. I can understand how frustrating it can be running into holds like this. I would recommend reviewing the information in the following Help Center on Tax Holds and Backup Withholding. 

It is correct that if you do not confirm your Tax ID with PayPal, after the one-time (60-day) grace period, PayPal will start sending 24% of your payments to the IRS as backup withholding for any potential income tax due on a monthly basis. The remainder of your funds will be released to your PayPal account balance.
