How can I stop automatic withdrawal of PayPal payments via ebay being transferred to my bank account? I'd like them to remain as my PayPal balance

eBay is no longer using PayPal for sellers.

While eBay still lets buyers pay with PayPal, the money from sales automatically goes to seller’s bank account bypassing seller’s PayPal account altogether with their Managed Payments system. See, https://www.ebay.co.uk/sellercentre/selling/managed-payments

What you can do is link the bank account that receives your eBay payouts to PayPal and manually top up your PayPal account. Or select that bank account as payment method without needing to top up first.
