Someone accidentally paid Friends and Family. How can I pay the fee to PayPal? Goods and Services

I always tell people to pay with Goods and Services but somebody accidentally paid Friends and Family. Can I just pay the fee, or do I have to refund the money and have them re-send it?

For your safety and seller protection personally I would refund and send them a money request. That stops them using the f/f option.
