when i want to add money to my papyal account I get a text that say '' 

Service unavailable for your PayPal account

Unfortunately this service has been disabled for your PayPal account. If you just completed payment, please note that the payment will be refunded back to your bank account within 3 working days. If you have any questions, please contact PayPal Support. '

can someone help me please ??

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
