Paypal payment Still on hold until 21 days

On January 23, 2023 I received the payment from my script writing, they send it using a debit card and becomes on hold. The status says that it will be released until today February 14, 2023 but why, it is still not Available in my Paypal Balance? I also read that in those 21 days the account should be active. Also, I am not a seller for my Paypal acc to be active and received payments in those 21 days. its rare for me to use it.

It's the 14th until midnight, they didn't say it would be released at a certain time did they?
