How can i send a money to paypal user too. I dont have any cards to link in.

You must add a credit or debit card to send money. Or someone send you money to your PayPal account and you send that money to the PayPal account you want.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
