Rejected authorisation from PayPal

I can't withdraw from Paypal to my mobile wallet, Mpesa, apparently because of rejected authorisation from PayPal according to support. They asked me to keep trying because there's nothing they can do! I've been trying for 3 days now. How do I escalate this issue?

Maybe see if you can unlink and relink PayPal/MPesa. If not, see #4 for the email address to get support about withdrawals:

You’ll have to ask PayPal why the authorization was rejected…some info on PayPal or MPesa doesn’t match?

 

Otherwise, link a local Kenyan bank to withdraw.
Withdrawal Fees: 

No Fee (when no currency conversion is involved) where the withdrawal amount is greater than 20,000.00 KES

105.00 KES, if withdrawal amount is less than 20,000.00 KES

The contact form doesn't work and based on email I was asked to keep trying, which is not a practical resolution since I've been doing this since Saturday with no end in sight. My card has been declined and I don't know the details to link my bank.
