Regulatory review block

I’m supposed to get paid by certain freelance website but the transaction is blocked by “regulatory review block “ i need to know why , my ID ,my phone number and my vise cridet card are all verified so what is the problem??

Sorry to hear about the payment block in your account. As part of our security measures, we regularly screen information and payments transacting through our system. If there's risk found, our system may decline the transaction. 

Have you verified your PayPal account? To start accepting payments in your country, you simply need to verify your PayPal account and choose a Visa card or U.S. bank account for your withdrawals. In the Summary page of your PayPal account, complete the steps suggested in the bar under your name and we'll help you get set up.
