Toloka app withdrawl transaction blocked due to regulatory compliance reasons

Ive been working from algeria with toloka app and i wanted to withdrawd the money to PayPal but i recived this : transaction is blocked due to regulatory compliance reasons what is the solution ?

btw i opened the paypal acount on 11/05/2023 and ia dded a card alredy

I see you've run into some issues while transferring the funds from your Toloka app. PayPal system reviews every transaction before its approved. If the system deems risk, it may decline the transactions for compliance reasons. To receive payments, you have to get your PayPal account verified. Please check this article to complete the verification process. If your account is already verified, please check with Toloka and PayPal support to get this checked further.
