Hi, I bought an item on ebay, I apply for refund, everything goes well, my question is, refund over ebay, using paypal, pay in 3, total amount is 63.44 pounds, first payment made the same day of purchase, 21.15, the seller refund is 60.09, but paypal saying they will refund 17.80, what's that? Thank you.

Welcome to the PayPal Community! I can understand how concerning it can be when there's a difference in what you've paid and what you've been refunded. When a refund is issued, it should detail the currency of the refund as well as the conversion rate - if applicable. Was there a currency conversion applied to this refund? If so, that may account for the difference in what you paid and what was refunded. If the conversion rates were different from when you paid and from when you were refunded, there may be a difference in what you receive back.
