Refund Was Charged Fees

Where are the humans?! I've had a refund from a seller I purchased from categorized as a payment and assessed a 4.49% fee. I need this addressed, but there is no pathway to a human and the automated questions the site has doesn't address my question or provide a pathway.

If you were charged a 'fee' then the seller did not use the refund option.
They must have used the send money option and so paypal saw you as a seller and applied the fee.
Normally sellers will send a payment if 180 days have passed and they can no longer use the refund option HOWEVER if that is the case they would use the friends/family option so the recipient did not get a fee.
Suggest you contact your seller and ask why they did it that way?
